By letter dated October 11, 2016, and as supplemented by letter dated May 15, 2017, Southern Nuclear Operating Company (SNC) submitted a license amendment request to revise the Technical Specifications (TS) for the Joseph M. Farley Nuclear Plant (FNP) Units 1 and 2.

Based on follow-up discussion with the Nuclear Regulatory Commission (NRC) staff, the following clarification is provided:

Selecting the '1C emergency diesel generator (EDG) unit selector switch (USS) to the "non-affected unit" (i.e. the unit whose 4160V H bus is able to supply the load center (LC) 1-2R) will not influence the unit to which the 1-2A EDG aligns. Selecting the 1C EDG USS to the non-affected unit will ensure the 1C EDG will not operate in a condition where necessary support equipment is unavailable (e.g., ventilation equipment) due to the 1-2R LC being de-energized.

Operating the 1C EDG in a condition where necessary support equipment is unavailable could potentially lead to engine damage during an emergency. While selecting the 1C EDG USS to the non-affected unit will make the 1C EDG inoperable for the "affected unit" (i.e. the unit whose 4160V H bus is not able to supply the LC 1-2R), the remaining S-train EDG is sufficient to meet the safety analysis requirement to provide for safe reactor shutdown and to mitigate the consequences of a Design Basis Accident (DBA) such as a loss of coolant accident (LOCA).
