Commonwealth Edison Company Dresden Station, Units 2 and 3 Docket Nos. 50-237; 50-249 (EA 95-030)

PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $100,000 will be issued on or
. about April 5,. 1995, to Commonwea 1th Edi son Company.
The action is based on an inspection conducted at the Dresden Station and involved several violations associated with violations of the technical specification and both inadequate procedures and the failure of licensee workers and operators to follow procedures.
The violations have been grouped into one Severity Level III problem.
The base civil penalty was mitigated 50% for the licensee having identified the majority of the violations that make up the problem, and mitigated another 50% based on the licensee's comprehensive corrective actions following problem identification. The base civil penalty was escalated 100%,
however, both for the licensee's poor past performance and the numerous prior

It should be noted that the licensee has not been specifically informed of the enforcement action.
