SUBJECT:

INSPECTION OF LICENSED OPERATOR REQUALILFICATION PROGRAM

EVALUATION (NRC INSPECTION REPORTS NOS. 50-237/95006;

50-249/95006)

Dear Mr. Joyce:

The enclosed report refers to the inspection conducted by E. Plettner and

R. Miller from February 21 to 24, 1995.

The inspection evaluated Operation's

activities at the Dresden Nuclear Power Station authorized by NRC Operating

License No.'s DPR-19 and DPR-25.

The purpose of the inspection was to assess the licensed reactor operator,

senior reactor operator, and senior reactor operator limited requalification

programs.

The inspection consisted of reviews of training administrative

procedures, representative records, requalification training materials, and

observation of licensed operators during requalification examination

administration.

Interviews were also conducted with members of the operations

and training staffs. Followup inspection was performed regarding your

response to Notice of Violation (50-237/93024-0l(DRP)) for failure to ensure

licensed operator medicals were obtained every two years.

The inspectors noted that licensed reactor operators and senior reactor

operators were not using plant procedures when it was appropriate to do so

during the requalification dynamic scenario examinations.

In addition there

were five occurrences where operators failed job performance measures because

the individuals failed to execute critical steps in the procedures used to

perform the task. Procedural adherence problems were the subject of an

enforcement conference on March 9, 1995.

Your corrective actions to station

procedural adherence problems were presented at the March 9 conference.

The

adequacy of those corrective actions will be reviewed during future inspection

activities. Therefore no response to the above concerns is required.

Overall, the inspectors concluded that the licensed reactor operator, senior

reactor operator, and senior reactor operator limited requalification programs

were being implemented in accordance with 10 CFR Part 55 requirements.

Both

operations and training management involvement with the process was considered

a strength.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed report will be placed in the NRC Public Document

Room.
