DRESDEN AND QUAD CITIES PLANT SHUTDOWNS AND PLANNED RESTARTS
Dear Mr. Wallace:
At our meeting in NRC Headquarters on August 31, 1994, regarding your actions to improve performance at the Dresden station, you discussed your decision to voluntarily shut down both Dresden units.
On October 2 and 3 you decided to shut down Quad Cities Unit 2 following a forced shut down of Unit 1.
We understand.that you are maintaining all four of these units shut down in order to undertake actions to improve personnel performance*and some specific material condition issues.
We have been following your initial efforts and agree that they are appropriate and moving in the right direction.
In our discussion on October 7, 1994, you and I agreed that you will review with us the results of your near term actions and the basis for your decision to restart these plants when ready.
