Dear Mr. Farrar:

March 1, 1994

SUBJECT:

GENERIC LETTER ~9-10, SUPPLEMENT 5, "INACCURACY OF MOTOR-OPERATED VALVE DIAGNOSTIC EQUIPMENJ" (TAC NOS. *M87919{ M87920, M87926,/-*.

M87927(M87943, M87944, M87961, M87962, M87992, M87993, M88023, AND M88024)

On June 28, 1993, the staff issued Supplement 5, "Inaccuracy of Motor-Operated Valve Diagnostic Equipment," to Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance,*requesting nuclear power plant licensees and construction permit holder~: (1) to re-examine their MOV.

programs and to identify measures taken to account for uncertainties in properly setting valve ope.rating thrust to ensure operability, and (2) to evaluate the schedule necessary to consider the new information on MOV diagnosti£ equipment inaccuracy and to take app~opriate action in resp6nse to that information.

Within 90 days of receipt of Supplement 5 to GL 89-10, licensees were required (1) to notify the staff of the diagnostic equipment used to confirm the proper size, or to establish settings, for safety-r~lated MOVs, and (2) to report whether they had taken actions or planned to *take.*

actions (including schedule) to address the new information ~n the accuracy of MOV diagnostic equipment.

The staff has reviewed the responses, and has found that, for the most part, licensees and permit holders have been actively addressing the. uncertainties regarding the accuracy of MOV diagnostic equipment.

The increased inaccuracy of MOV diagnostic equipment can raise questions regarding the adequacy of torque switch settings to provide sufficient thrust while not exceeding thrust or torque structural limits and also the capability of actuator motors at current settings.

In their responses, licensees and permit holders indicated that many MOVs had the potential for underthrusting or overthrusting as a

  • result of the higher than expected inaccuracy of MOV diagnostic equipment.

Consequently, some licensees reported that MOVs have been retested, adjusted, or modified to r~solve the concerns regarding the accuracy of MOV diagnostic equipment.

. March 1, 1994 Commonwea 1th Edi son, Com.pany {CECo or the licensee) responded to Supplement 5 in a letter ~ated Septembe~_28, 1993, and st~ted that CECo uses Liberty Technologiesf. VOTES ~quipm~nt to' determine coirect control switch settings for rising stem mqJor*,-*o*perated valves at each of its operating units.

As a result of the O~tobei ~::1992 Lib~~ty Technologi~i 10 CFR Part Zl Notification for VOT~S diagnostic equipment~ the licensee i'nitiated an. internal operability assessment to"*review previous motor 'operated* valve diagnostic traces to

  • determine applicability and impact oh in service equipment.. This assessment was to *be completed by** the 'end, of,.1993. b'ut *as of the September* 28, 1993 1 etter,. no opera bi 1 i ty c.oncerns had, *b,een found.

Subsequent phone ca 11 s with*

However, additfonal"'acti_c,rns that would nee~ to be.,.completed to fully

Dur.ing a future~inspectioh, the staff will discu*ss the licensee's *resolution of the MOV' diagnostic equipment accuracy issue.
