SUBJECT:

INSPECTION OF RADIATION PROTECTION AND SHIPPING OF RADIOACTIVE .

MATERIALS AT DRESDEN (NRC INSPECTION REPORT NOS. 50-237/93032(DRSS);

50-249/93032(DRSS))

This refers to the routine safety inspection conducted by Messrs.

M. A. Kunowski and N.- Shah of this office from November 22 through December 3,

1993.

The inspection included a review of authorized activities for your

Dresden Nuclear Station, Units 2 and 3.

At the conclusion of the inspection,

the findings were discussed with the members of your staff identified in the

entlos~d report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representatives records, observations, independent dose. rate measurements,

and interviews with personnel.

Based on the results of the inspection, certain of your activities appeared to

be in violation of NRC*requirements, as specified in the enclosed Notice of

Violation (Notice)._ The first violation, for the inadvertent release of

contaminated material from the radiologically controlled area, represents a

recurrent problem at Dresden.

Corrective actions for previous similar

problems should have prevented this problem.

The corrective actions

recommended by your Positive Control of Radioactive Material Investigation

Team appea*r appropriate to address part of this problem.

The second

violation, for the failure of workers to wear the proper dosimetry, represents

another recurrent problem and*one which NRC personnel have identified several

instances in the past several years.

The station's recently restructured policy on dispensing disciplinary action

for such problems appears to have *captured the attention of workers and

management.

We believe that the use of the policy for disciplining .two

members of station upper management was a compelling demonstration of your

resolve in this m~tter; however, the violations in the Notice and the examples

of personnel errors described in Inspection Reports No. 50-237/93029(DRP); 50- ..

249/93029(DRP) indicate that the policy has not been entirely effective and

continued aggressive management action is needed.

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, .the enclosures, and your re~ponse to* this letter will be placed

in the NRC Public Document Room.
