Dear Mr. DelGeorge:
NOV 8 1993 We have received the enclosed Federal Emergency Management Agency (FEMA) correspondence dated -October 1, 1993, transmitting the findings for the offsite emergency preparedness aspects of the Dresden Nuclear Power Station's exercise conducted on September 22, 1993.
FEMA identified two deficiencies in the performances of offsite agencies during the exercise.
One deficiency*
pertains to Kendall County exceeding by six minutes the fifteen minute time limit in FEMA guidance for the first alert and notification sequence.
The other deficiency pertains to Grundy County not adequately demonstrating direction and control in the ~mergency operation center during the exercise.
We fully recognize that any corrective actions to be implemented may involve parties and political institutions which are not under your direct control.
Nonetheless, we would expect that you would provide assistance for offsite preparedness issues identified in the area around the Dresden Nuclear Power -
Station.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed FEMA report will be placed in the NRC Public Document Room.
