Dear.Congressman Porter:
. This is the last in a series of letters from the U.S. Nuclear Regulatory
, Commission (NRC) to keep you informed of significant changes in the
- performanc~ of Commonwealth Edison Company's Zion Nuclear Power Station.
During their. January 1993 meeting, NRC's senior managers determined that Zion.'s.performance had improved sufficiently to be removed from the NRC watch list. Additionally, during the June 1993 meeting, they determined that Zion's performance continues to improve and that the present level of monitoring their performance was appropriate.
Unit 1 has operated continuously since October 1992 ahd, *following a refueling
- outage that finished under budget and ahead of schedule, Unit -2 has operated 2ontinuously since February 1993.
The team concept i~ being instilled at the station and has resulted in an appropriate level of concern for safety by the first-level supervisors, resulting in improved work pr_actices.
Overall management effectiveness has. improved and th"is, in turn, has led to progress and an acceptable level of performance in all areas.
The management team at Zion has a realistic perception of the improvement~ that are still necessary and is working to maintain the station's improving trend.
In light of the continued improvem~nts exhibited at Zion and its removal from the list of plants warranting clos~ monitoring by the NRC, the NRC f~els that the significant concerns that led to your request to be kept fully informed-of the situation at the site have been alleviated.
th~refore, this* will be the last in our series of letters to you.
However, the NRC staff will ~ontinue to monftor the progress of.the impro~ements at the station.
This correspondence addresses Commission, transmits factual DISTRIBUTION:'"
