COMMONWEALTH EDISON COMPANY RESPONSE TO NRC GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS (TAC NOS. M83846, M83847, M83853, M83854, M83870, M83871, M83888, M83889, M83919, M83920, M85626 AND M85627)
In a letter dated April 16, 1993, Commonwealth Edison Company (CECo) responded to NRC Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers." With regard to Quad Cities and Dresden, the staff's position is that although there is no Thermo-Lag installed at those sites, CECo is still responsible for reviewing the content of the GL and for considering actions to ensure that similar problems do not exist with the fire protection systems they utilize.
Questions 1, 2, and 3 below apply to the Braidwood, Byron, LaSalle, and Zion sites. Question 4 applies to these same sites with the exception of LaSalle.
In its review of the CECo reply, the staff identified several areas of the reporting requirements in which further clarification or information is needed.
These are identified below.

The CECo response to 2.(a) indicates that tests were not performed to qualify Thermo-Lag used at th*e stations.
What qualification test(s) did CECo rely on to qualify its fire barrier system?
- 2.
The response to 2.(b)(l) does not indicate if the~e fire barrier assemblies were installed under a Quality Assurance or Quality Control program.
How did CECo confirm that the barrier systems were installed per the qualification test assembly configurations?
Did CECo utilize site specific installati9n guidance or was the guidance generic and vendor supplied?

In the response to 2.(b)(l), CECo indicated that some potential deviations from tested configurations have been identified.
In.the response to 2.(b)(2), CECo indicated that these potential deviations from tested configurations have not been evaluated.
Is the CECo schedule for completing the analysis of deviations from the barrier test configurations consistent with its schedule to correct the fire barrier deficiencies?

In the response to 2.(c)(2) for Byron, Braidwood, and Zion, CECo indicated that its derating factors are consistent with the 33%
identified in Information Notice 92-46.
How much derating margin still remains by plant design?
Are the tested configurations consistent in design and construction with the "as-built" plant configurations?
A response to these additional questions is requested within 60 days of receipt of this letter.
Although Thermo-Lag barriers were evaluated and may have been considered qualified, the results of recent tests and inspections indicate that further actions are now necessary to.address fire endurance and ampacity derati~g of Thermo-Lag barriers.
Your response states that appropriate actions to resolve these concerns are being developed through an industry program coordinated by NUMARC and you would apply the results of the industry program, when completed, to the Thermo-Lag 330-1 installations at Zion, Byron, Braidwdod, and LaSalle County stations. Compensatory measures for inoperable barriers are in place and will remain in place until the fire barriers can be declared operable.
Your response to GL 92-08, however, did not provide a schedule by which corrective actions would be completed.
In your response to GL 92-08 you indicated that the actions necessary to restore (or confirm) the operability of these barriers will be based on the results of the NUMARC program.
The staff expects that licensees referencing the NUMARC program will review the results and, within 30 days after the completion of the program, inform the NRC of the corrective actions necessary and the schedule for restoring the operability of these fire barriers.
For those plant specific o~ unique fi.re barrier configurations that are not bound by the NUMARC program, please provide within 30 days after receipt of this letter, your schedules for site specific fire endurance testing of these unique configurations and the implementation of any potential barrier upgrades resulting from this testing.
In accordance with the reporting requirements of GL 92-08, you are also to confirm in writing, completion of the corrective actions.
