This ieferi io the special safety inspection tonducted by Mt. Michael S. Peck
and others of this office from December 14, 1992, to January* 29, 1993. * The
inspection included a review of activiti~s authbrized for your Dresden Nuclear
Power Station, Units 2 and 3; At the conclusion of the inspection, th~
findi~gs wer~ discussed with those ~ember~ of your staff identified in the
e~closed report (Encl~sure 1).
Areas ~xamined during the ~nspection ~re identified in the report. *This
special inspection focused on the containment heat removal system with
particular emphasis on containment cooling service water.
Within these areas,
.the inspection consisted of selective examinations of procedures and
representative rec6rds, interviews with person~el, ~nd observation of
activities and tests in progress.
Based o~ the results of this inspection,* several apparent violations were
identified and are being considered for escalated enforc~ment actidh in
accordance with the "Gen~ral Statement *of Policy and Protedure for NRC
Enforcement Actions" (Enforcement Policy}, 10 CFR Part 2, Append~x c,
The
apparent viol~tions concern the degraded condition of the containment cooling
service water ~ystem and potential weaknesses with your engine~ring design
function, potential inadequacies in safety evaluations performed on changes to
the facility,* and apparent misunderstandings of NRC reporting requirements.
Atcordingly, no Notice of Violation is ~resently being issued for these *
inspection fin_dings.
In addition, please be advised that the number and
~haracterizatibn of apparent violations described in the enclosed inspection
report may change as a result of further NRC r~view.
An enforcement conference to discuss these apparent violations has been
scheduled for Febru~ry 22, 1993.
This enforcement conference will be operi to
public observatioh in accordance with the Commission's trial program as
discussed in the enclosed Federal Register notice (Enclosure*2.)

of the issue, the factors that the NRC consider~ when _it determines the amo~nt
of a civil penalty that may be assessed in accordance with Section VI.B.2 of
the Enforcement Policy, and the possible basis for exercising discretion in.
accbrdance with Section VII &f the Enforcement Policy.
You will be advised by
separate corr~spondence of the results of our deliberations in this matter.
No response regarding these .apparent violations is required at this time.
