Dear Mr. DelGeorge:.
This refers to the special inspe.ction conducted by*
Messrs. z. Falevits and R. A. Winter of this office on
October 2 6, 1992, tprough January 4, 19.93.
The inispection
included a review of activities authorized for your. Dresden
Nuclear Power station, Units 2 and 3.
We discussed our *
- ~nspec;::tion*findings*with Mr. J .. Kotowski and others of your staff
at the conclusion of the inspec;:tion.
T.he purpos~ of this
inspection w~s *.to *review your fuse co*ntrol program, . ground
detection and removal process, control room annunciators and
selected design c~anges and modifications.
Areas examined dur ipg the . inspectTon are* identif i.ed . in the
- report.
The inspection consisted of a selective examination of
procedures and representative records,* field walkdowns and*
inter_views with. personJ?el.
Based 6n the result~ 6f this inspection, *certain of your
. activities .were in violation of NRC requiiements, as specified in
the enclosed Notice of Violation (Notice).
The first violation
is. of *concern because *t_he failure fo promptly replace oversized*
safety relat~d fu~es could have resulted in damage to s~f ety
related components.
The ~econd violation is of concern because
the failure to isolate and remove 125Vdc grounds could have
resulted in the .impr6~er operation of safety related components.

You are required to respond to this letter and should-follow the
instructions specified in. the enclosed Notice when preparing your
response.
In your respqnse, you should document the.specific
acti6ns ta~en and any additional actioris you plan to prevent
recurrence. *After reviewing your .response tG this Notice,
including your pioposed correcti~e acitions and.th~ results of
future inspections, the NRC will determine whether further NRC .
enforcement action is. necessary to ensure compliance with NRC
regulatory requirement~.

not being cited because the criteria specified in Section
_ VII.B. (2) of the "General State~ent of Policy and Procedures for
NRC Enforcement Actions," (Enforcement Policy, .10 CFR. 2,
Appendix c (19 9 ~) ) , .were satisfied.
In* accordance with. 10 CFR 2.790 of the Commission's regulations,
