Dear Sir or Madam:

In accordance with 10 CFR 50.4(b)(5), 10 CFR 50.54(q)(5), 10 CFR 72.4, and 10 CFR 72.44(f),

the Arkansas Nuclear One (ANO) Emergency Plan (EPlan) On-Shift Staffing Analysis (OSA) has been revised and is included in attachment to this letter.

ANO has a five-member fire brigade. An additional operator was previously added to each shift to act as the 5th fire brigade member, replacing the previous reliance on a security officer to fill this position. Revision 40 of the ANO EPlan captured this change (see above reference). The ANO OSA Report was updated thereafter (December 2016). Note that the NRG was not notified in writing of the change to the OSA within 30 days as required by 10 CFR 50.54(q)(5).

This failure to notify the NRG within 30 days is captured in ANO Condition Report CR-ANO-C-2017-2341.

10 CFR 50, Appendix E, Section IV.A.9, establishes the OSA as part of the EPlan. NRG NSIR/DPR-ISG-01, "Emergency Planning for Nuclear Power Plants,"Section IV.C, also speaks of staffing analyses as part of the EPlan. Pursuant to 10 CFR 50.54(q), a screening and/or evaluation of the changes to the ANO OSA was performed. The screening and/or evaluation concluded that the changes do not reduce the effectiveness of the EPlan, and the EPlan continues to meet the standards of 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
