EXAMINATION REPORT (INITIAL LICENSE)
During July 10 and July 13-17, 1992, R. Doornbos, and others administered NRC license examinations to employees of your organization who had applied for licenses to operate your Dresden Nuclear Power station.
At the conclusion of the examination, preliminary findings were discussed with those members of your staff ide~tified in the enclosed report.
Based on your staffs' comments on the written examination, we identified a concern on expected operator knowledge of administrative topics.
Dresden management's policy apparently does not require an operator to maintain a minimum administrative topic knowledge without the use of reference material.
For example, operators were not required to know how to sign off a procedural step performed outside the control room (e.g., valve alignment for a surveillance) nor were they required to know logging requirements.
This position is inconsistent with 10 CFR 55.41 and apparently with other Commonwealth Edison nuclear sites.
Administrative requirements are a necessary part of a licensed operator's duties.
We request that you respond in writing within 30 days of the date of this letter addressing our concern regarding the operators administrative topics knowledge level.
We commend the simulator staff's prompt response to an actual fire in a simulator annunciator panel.
Their actions were prompt, professional, and allowed the examination to continue with minimal delay.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosures will be placed in the NRC Public Document Room.
