COMMENTS ON THE COMMONWEALTH EDISON COMPANY'S SUBMITTAL ON MOV ISSUES DATED MAY 11, 1992 On April 8, 1992, the NRC staff met with representatives of the Commonwealth Edison Company (CECo) to discuss the progress of CECo in developing its program to resolve concerns regarding the performance of motor-operated valves (MOVs) at the CECo facilities.
On May 11, 1992, the staff provided its summary of the meeting and preliminary views on the CECo presentation. Also, on May 11, 1992, CECo submitted to the NRC its response to several MOV issues discussed at the meeting.
Our comments on CECo's May 11 submittal are provided below:
- 1.
CECo should review the staff's comments in the May 11 meeting summary and incorporate the points raised by the staff in its plans for resolving the MOV issues.
- 2.
With respect to CECo's d~scussion ir. its May 11 submittal on stem friction coefficients, the staff remains concerned with CECo's plan to conduct only a sampling study to justify its stem friction coefficient assumptions.
CECo will need to justify its assumption for stem friction*
coefficient for each MOV.
Therefore, where CECo does not obtain valve specific information on the stem friction coefficient, CECo will need to assume a stem friction coefficient for that MOV which bounds the information obtained from its sampling program.
The staff does not believe that the planned ten static tests will provide sufficient information to bound the stem friction coefficients for all MOVs under all static and differential pressure conditions.
The assumption of an appropriate stem friction coefficient for an MOV will be difficult because both minimum and maximum limits on MOV capability must be satisfied. Further, CECo's use of an average stem friction coefficient may not be adequate for selecting an appropriate stem friction coefficient because of the wide range of values seen at other facilities. With respect to CECo's discussion of post-maintenance testing, differential pressure testing, feedback of test data, and degraded voltage studies, the staff requests that CECo review our comments in the meeting summary dated May 11, 1992.
As a note, the reference by CECo to Question 38 in Supplement 1 to Generic Letter 89-10 concerning its position on static periodic testing does not appear appropriate because Question 38 involves post-maintenance testing.
The staff will review CECo's justification for its assumptions, calculations, and conclusions regarding post-maintenance testing, differential press~re testing, feedback of test data, degraded voltage, periodic verification, and other GL 89-10 issues for specific MOVs and the overall MOV program during future inspections.
