Dear Mr. O'Connor:

June 30, 1992 On June 15 and 16, 1992, NRC senior managers met to review the performance of nuclear power plants licensed to operate by the NRC.

These meetings are conducted semiannually to focus NRC resources on those plants and related issues of greatest safety significance.

At this meeting, Zion Station and Dresden Station were both categorized as requiring close monitoring.

Plants in this category have been identified as having weaknesses that warrant increased NRC attention from both Headquarters and the Regional Office until the licensee demonstrates a period of improved performance.

Summaries of the discussions held relating to Zion Station Units l and 2 and Dresden Station Units 2 and 3 are provided below:

Zion Station Units l and 2 Generally, the NRC's inspections and overview activities have shown that

  • Zion Station's performance continues to improve.

Progress is being made on the major issues that you have targeted for improvement, although the rate of improvement on several of them is below expectations.

The Systematic Assessment of Licensee Performance shows improvement in most functional areas.

Your performance in planning and scheduling, communications and teamwork, and Onsite Safety Group activities are worthy of note. Resources and management support continue to appear acceptable.

On the other hand the emergency diesel generator reliability problems, the loss of shutdown cooling/containment spray event, and performance in the area of radiological controls demonstrate that continued corporate support and attention and continued focus on your Zion Station

  • performance improvement program are needed.

NRC plans to continue to closely monitory the programs and performance at Zion Station to assure bl~ ~~

James J. O'Connor Dresden Station Units 2 and 3 As a result of a decline in performance in late 1990 and in 1991, Dresden Station Units 2 and 3 were identified by NRC senior managers in January 1992 as requiring close NRC monitoring.

Since then, you have initiated actions to achieve sustained, improved performance.

You have increased resources and management attention and obtained contractor support to assist you in these efforts. Your performance improvement program includes high priority initiatives that are in greate~t need of attention, accelerated priority initiatives developed to demonstrate short term improvement, and a qualitative plant vulnerability assessment.

While your programs and actions to date appear appropriate and are showing

. some progress toward improving performance, much remains to be done to demonstrate that they will be successful in achieving and sustaining improved performance.

Weaknesses continue in areas such as material condition, corrective actions, work planning, and the quality of procedures. Therefore, the NRC plans to continue to closely monitor the programs and performance at Dresden Station to assure continued progress.

An NRC Commission meeting, open to the public, has been scheduled for July 2, 1992, to review the results of the latest meeting of NRC senior managers.

Mr. A. Bert Davis, the Region III Administrator, has discussed the basis for our conclusion with regard to Zion Station Units 1 and 2 and Dresden Station Units 2 and 3 with you.
