Dear Mr. Reed:
On March 20, 1991, the NRC issued a CAL concerning fuel handling activities at Dresden Nuclear Power Station.
Co111T1onwealth Edison Company {CECo) submitted its response to the CAL on December 6, 1991.
The NRC closed the CAL on March 20, 1992, based on the CAL response letter.
An opportunity to ship a sample fuel assembly from-Dresden has arisen which resulted in CECo submitting a modification, dated March 27, 1992, to its original CAL response.
The original CAL response stated that subsequent to the current Unit 3 refueling outage, installation of new grapple systems would be completed prior to any further fuel handling work.
The modification to item 3 of the CAL concerns the shipment of a sample fuel assembly via shipping cask to a testing laboratory. Dresden plans to transfer this sample fuel assembly from the fuel pool to the shipping cask using the frame hoist or the monorail hoist with the jet pump grapple. This combination of hoists and jet pump grapple has been used in the past to successfully move fuel and procedures exist to move fuel within the fuel pool. A special procedure will be written to include specific requirements for fuel movements involving the shipping cast.
Based on the information provided, the modification to the response for item 3 of the CAL does not detract from the corrective actions for the CAL or effect our closure of the CAL.
We have no further questions and will continue to monitor your progress on completing the corrective actions during future routine inspections.
