RELIEF REQUEST CR-13, REQUEST FOR APPROVAL TO IMPLEMENT PROVISION OF ASME APPROVED CODE CASE N-498 FOR DRESDEN UNITS 2 AND 3 (TAC NOS. M82153 AND M82154)
By letter dated August 20, 1991, you requested approval for the implementation of the alternative rules of ASME Section XI Code Case N-498, dated May 13, 1991, entitled 11Alternative Rules for 10-Year Hydrostatic Pressure Testing Class 1 and 2 Systems,Section XI, Division 1, 11 pursuant to 10 CFR 50.55a{a}(3}.
The proposed subject Code Case is to be applied to Dresden Units 2 and 3 for the remainder of the current ten-year interval of the Inservice Inspection Program that concludes on March 1, 1992.
Code Case N-498 provides alternative rules for the 10-year hydrostatic pressure tests required by the ASME Boiler and Pressure Vessel Code,Section XI, Table IWB-2500-1, Categories B-P, and Table IWC-2500-1, Categories C-H.
If these alternate rules cannot be applied to a Class 1 or 2 system or component, it is the staff's understanding that the normal rules for the 10-year hydrostatic pressure test will be followed.
Although ASME Code Case N-498 is not yet included in Regulatory Guide 1.147, it has been reviewed by the staff and approved for use by Cooper Nuclear Station in a letter dated October 24, 1991. Those findings are applicable to Dresden in that a comparable level of structural integrity of the systems will be maintained by applying the alternate rules. Pursuant to 10 CFR 50.55a(a}(3}(i},
the relief is granted based on the finding that th_e alternative examination discussed above provides an acceptable level of quality and safety.
