NRC INSPECTION REPORTS NO. 50-237/91029(DRS);

NO. 50-249/9103l(DRS)

Dear Mr. Reed:

This refers to the routine safety inspection conducted by

P. R. Resc_heske and M. -N. Leach from this office, and

M. R. Mcwilliams (SAIC Consultant), on October 21 through

November 12, 1991.

The inspection.included a review of

activities authorized by NRC Operating Licenses No. DPR-19 and

No. DPR-25 for the Dresden Nuclear Power Station, Units 2 and 3.-

A_discussion of our findings was held with Mr. L. Gerner and

.other members of your staff at the conclusion of the inspection.

The inspection focused on your Emergency Operating Procedures

(EOPs), implementation of Revision 4 to the BWR owners Group

Guidelines and the transition to flowchart format EOPs (completed

in 19.89), the programs for controlling and maintaining .the EOPs,

and your actions to resolve previously identified weaknesses in

your EOP program and implementation of the Revision 3 Guidelines

(identified in the NRC EOP Team Inspection Reports No. 237/88012;

No. 249/88014).

The enclosed copy of our inspection report-

identifies areas examined during the inspection.

Within these

areas, the inspection consisted of a selective examination of

procedures and representative records, observations, and

interviews with personnel.

The results of the inspection indicated that the Dresden

Emergency Operating Procedure (DEOP) program and implementation

was generally consistent with the guidance and recommendations in

NUREGs 0899,

1358~ and other NRC accepted documents.

It was

noted that significant procedural improvements from a human

factors standpoint have been made since t_he initial EOP -

inspection.

No violations of NRc- requirement!? were identified

during the course of this inspection; however,_we do request that

you respond within 30 days of the date of this letter to the open

items identified in the attached inspection report.

a copy of this letter, the enclosed inspection report, and your

response to this letter will be placed in the NRC Public Document

Room.

The response directed by this letter is not subject to the

clearance procedures <:>.f the Office of Management and Budget as

required b~ the Paper\\Jqrk Reduction Act of 1980, PL 96-511.
