This refers to the ins_pection conducted by W. G. Rogers of this office on

September 1 through October 29, 1991.

The inspection included a review of

activities authorized for your Dresden facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in .the enclosed report.

Areas examined in the inspection are identified in the report. Specifically,

the events of August 20, 1991, leading to the four channels of the main steam

radiation monitor setpoints being set non-conservatively were examined.

Based on the r~sults of this inspection, one apparent violation was id~ntified

and is being considered for ~scalat~d enforcement action in accordance wit~

the

11General Statement of Policy and Procedure for NRC Enforcement Actions

(Enforcement Policy), 10 CFR Part 2, Appendix C (1991).

The setting of

non-conservative setpoints on the main steam line radiation monitors is an

apparent violation of Technical Specification 3.1.A.1. This event in

conjunction with other recent events that appear to have similar causes are

being reviewed by NRC management.

Accordingly, no Notice of Violation is *

presently being issued for this inspection finding:
