The refers to the special inspection conducted by Mr. M. A. Kunowski of this

office on October 15-25, 1991, of activities at Dresden Nuclear Power Station,

Unit 3, authorized by NRC Operating License No. DPR-25, and to the discussion

of our findings with Mr. E. D. Eenigenburg and others of your staff at the

conclusion of the inspection.

The purpose of this inspection was to review the

circumstances of the October 11, 1991, unplanned exposures during inservice

inspection of a recirculation pump discharge valve.

The enclosed copy of.our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

Based on the results of this inspection, three apparent violations were

identified and are being considered for escalated enforcement action in

accordance with the "General Statement of Policy and Procedure for NRC

Enforcement Actions" (Enforcement Policy), 10 CFR Part 2, Appendix C (1991).

These apparent violations included the failure to follow station procedures,

the failure to adequately evaluate the radiological hazards to the workers

conducting the inservice inspection, and the failure to provide appropriate

dosimetry to the workers*.

Accordingly, no Notice of Violation is presently

being issued for these inspection findings.

Please be advised that the

number and characterization of apparent violations described in the enclosed

inspection report may change as a result of further NRC review.

An enforcement conference to discuss these apparent violations has been

scheduled for November 18, 1991.

The purposes of this conference are to discuss

the apparent violations, their causes and safety significance; to provide you

the opportunity to point out any errors in our inspection report; to provide an

opportunity for you to present your proposed corrective actions; and to discuss

any other information that will help us determine the appropriate enforcement

action in accordance with the Enforcement Policy.

You will be advised by

separate correspondence of the results of our deliberations on this matter.

No response regarding these apparent violations is required at this time.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosure will be placed in the NRC Public Document Room.
