Dear Mr .. Reed:

This letter refers to the inspection conducted by

Mr. H. A. Walker and others of this office on September 16

through 20, 1991.

This inspection at the Dresden Nuclear Power

Station, Units 2 and 3, included an assessment and evaluation of

your support and implementation of maintenance activities.

At

the conclusion of the inspection, we discussed our findings with

those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the

in~pection report.

Within these areas, we selectively examined

procedures and representative records, made observations, and

conducted interviews with your personnel.

As discussed in Section 3.5.1 of the report, the inspectors had

  • specific concerns with the interval between scheduled preventive

maintenance tasks on the emergency diesel engine/generators.

An

inspection and maintenance interval was lengthened without a

technical evaluation despite evidence that diesel reliability may

be impaired.

This.matter is considered unresolved.

We request

that you respond within 30 days of the date of this letter with a

description of the actions you have taken or plan to take on this

matter.

No violations of NRC requirements were identified during the

course of this inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter, the enclosed inspection report and your

response to this letter will be placed in the NRC Public Document

Room.
