Dear Mr. Reed:
This refers to the routine safety inspection conducted by Messrs.
M. Phillips and K. Salehi of this office on May 13 through
June 6, 1991, of activities at the Dresden Nuclear Power Station,
Units 2 and 3, authorized by NRC Operating Licenses No.- DPR-19
and DPR-25, and to the discussion of our findings with
Mr. J. Eenigenburg and others of your staff at the conclusion of
the inspection.
The enclosed copy of our inspection report identifies areas
examined during the inspection.
The purpose of this inspection
was to focus on modifications and design changes implemented
during the last refueling outage of Unit 2.
Within this area,
the inspection consisted of selective examination of procedures
and representative records, observations, and interviews with
personnel.
During this inspection, one of the issues identified was in
violation of NRC requirements; however, because your efforts
during the inspection period met the criteria specified in the
NRC's Enforcement Policy (10 CFR Part.2, Appendix C) for
non-cited violations, no Notice of Violation is being issued.
In addition, the report also addresses two open items concerning
your core flow calculation and training implementation.
You are
requested to provide a response to these items within 30 days of
issuance of this report.
In accordance with 10 CFR 2.790 of the Commission's regulations,
a copy of this letter and the enclosure will be placed in the NRC
Public Document Room .
