This refers to the special inspection conducted by Messrs. M. A. Kunowski

and N. Shah of this office on April 17-23, 1991, bf activities at Dresden

Nuclear Power Station, Units 2 and 3, authorized by NRC Operating Licenses

No. DPR-19 and No. DPR-25, and to the discussion of our findings with

Mr. E. D. Eenigenburg and others at the conclusion of the inspection. The

inspection was conducted to review the circumstances of the discharge of

approximately 9680 gallons of liquid radioactive waste through a leak in

an outdoor, underground pipe. Also, as discussed with Mr. M. H. Richter

of your staff on May 6, 1991, a management meeting has been arranged to

discuss this problem and several other radioactive waste matters. This

meeting is scheduled for 10:00 a.m. (CDT) on June?, 1991, at the NRC

Region III Office. A separate meeting notice will be sent to you *

. The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a select1ve

examination of procedures and representative records, observations, and

interviews.

No violations of NRC requirements were identified during the inspection.

However, we are concerned with the three-week delay in the radiological

  • evaluation of the leak from the radwaste system pipe, apparently caused by

a failure to promptly notify the health physics group of the leak.

We would

like to discuss this matter further at the above-mentioned management meeting.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosure will be placed in the NRC Public Document Room *
