RE 1 Transpqrtation and storage. of spent nuclear. fuel rods from
.Dr~sden Nuclear.Units to the Quad c.:..ties Nuclear Uni-t;s.
The member.s. of Citizens For Safe* Energy and of the* Quad City Alliance*
For Safe Energy& Survival request that *the U.S. Nuclear Regulatory Commission refuse Commonweal th Edison's application to* transfer
- spent nuclear fuel rods from their Dresden Nuclear Uni ts to the Qua.d Cities Nuclear Units for storage.
The following facts*constitute the.basis for these requests:
- 1. A radioactive waste dump is being created at each reactor site by the storage of spent fuel rods.
Increasing the amount of spent fuel on site increases the potential seriousness of an accident. If an accident should occur in the po~l or in the reactor,.there could be twenty times more strontiurn-90 ih the spent fuel pool.
Hundreds of millions of curies of radioactivity will be the_.typical activity at each reactor pool as tI:ie pool fills to capacity...* * *
- 2.
Th~ 1975 Rasmussen Report concluded, the spent.fuel could over.heat and melt if the storage basin were drained.
It also
. stated that stored spent *fuel cou2 l suffer* a run-away chain reaction and. subsequent fuel melting if the fuel were pushed together by a heavy weight.
Thismifht happen if a heavy cask

fell £ro~ an overhead crane arid crash~d. onto the fuel in the racks.
- 3.
We are also opposed to re-racking because of the obvious.
dangers of overheating, bowing of the rods, exposure of workers 1<.t;.o.~
to hi~her radiation tisks.

- 7. Local communities are not prepared to handle transportation emergencies.
We feel that considering both sites, Dresden and the Quad Cities, are to be affected, that the NRC do everything within its power to hold public hearings at both locations on the transfer of nuclear.
fuel rods.
There is only one option--ceasing production of further waste and permanent burial of what remains.
