- 2 JANUARY 3 0 100{J From a-systems.viewpoint, the Dresden Units 2 and 3 rely upon an isolation condenser_ and HPCIS for safe. shutdown capability for an earthquak~. Thus re:liance on ADS for this event. (\\*dthout LOCA) is net required.
As stated previously, ADS is-a *part of the ECCS.and works fo conjunction with the low
_pres~ure co~ling systems;*(;.e'., core ~p_ray.a*nd low pressure,injection).
On the other hand, Quad c i tJes l ana 2 do not'"" have an i.so 1 ati on condenser~ 'and therefore hav~ only_-a HPCIS for shutdown assuming a seismic* event~ Thus.the issue of seismic requirements for ADS-is more significant for Quad Cit.ies to ensure s*ingie failure protection.,:-
Discussion Su~sequent discussions with CECo (the licensee) re~ealed that the origi.nal.
, design basis.for: the ADS did not requ1r~ seismic qualification because. a.
s.eismic event *concurrent with a LOCA was not-postu.lated.
- Therefore, CECo beli-eved*th*at. the ADS wou-ld meet the original design basis and was not.
required to be seismically qualified.
This includes the four electromatic
. and one* Target Rock relief valves\\used in the ADS.
The NRC (DOR and I&E.),
\\
, advised the licensee that *we could not agree that the ADS.is not required

to.be* seismically qualified since it is part of the ECCS wh1ch_is required*-._\\
to be sei srni ca lly qua 1 ifi ea. It was agreed that for the near term that we

CEto stated that no formar documentation could be found demonstrating operability-during an SSE; however, although no'formal documentation could be found demonstrating operability of the valves, -these valYes have funttioned during SRV discharge events in the past and the discharge t,ransient forces on the valve are much greater than.
