Dear Mr. Ippolito:
In :'esponse to the request.to update the emergency plans for the subject units, Reference (a) and Reference (b),
Commonwealth Edison submits the enclosed DRAFT revision to the Generating Station Emergency Plan (GSEP).
- This update of GSEP
- consists of two primary parts:
(1) the generic section which describes the corporate planning requirements, and (2) the plant specific annex for each of the subject nuclear £acilities which addresses information specific to a particular site.
The draft of the updated GSEP has been reformatted to reflect the gui.dance contained in Regulatory Guide 1.101, and also addresses the additional guidance provided by the NRC Staff.... ~

NRC review teams, Commonweal th Edison has strong objections to

You will also note that although the draft is a sub-stantially complete revision to the GSEP, certain items for which information can not be provided at this. time, have been clearly annotated.
The vast majority of these items relate to details of state, local and federal (FEM.A) plans *which were not available at the time this draft was completed.
With respect to the Illinois State Plan, we expect to be able to provide information shortly, because that plan has now been.formally
- submitted for approval.
Furthermore, a review schedule has been agreed upon bet'..reen the State of Illinois and NRC - Region III (f.'!r. W. Axelson) which should result in a timely completion of these items.
Commonwealth Edison believes that the enclosed draft update of GSEP addresses all of the current regulatory require-ments and guidelines which have been recommended to us.
We shall continue to review and refine this draft in the time during which your review takes place.
This draft will be finalized and implemented.upon resolution of any comments your Staff may have.
A timely completion of that Staff review is, therefore, essential.
Until such time as the ~pdated plan can be implemented, the current GSEP, upgraded to incorporate the recommendations defined in the Three Mile Island Short Term Lessons Learned, Reference (e), shall remain in effect.
A separate docketipg submittal 1.<lill be made to formally respond to the questions submitted on the LaSalle County dockets.
This submittal will be in the standard FSAR format and will reference information contained in the enclosed GSEP update.
In addition, we have enclosed a reference checklist that will assist in your review by directing your attention to the specific sections of the GSEP update that address the items identified by the NRC review team.
