This is in response to your letter of May 22, 1979 _expressing opposition to ri1oving spent fuel from Dresden to the Qua~ Cities spent fuel pools.

The Comn10m-Jealth Edison Company,* 1 icensee *for the t~*JO facil Hies, has requested authorization to store spent fuel from the Dresden and Quad Cities facilitjes in the spent fuel pools at ~ither site. The purpose of the proposed action is to provide more f~exibility in using available storage space at the two Commonwealth Edison facilities.

The proposal is currently L1ndP.r review by the Commission staff *. *

\\

Your j etter expre.sses particular: concern regarding use o.f State High~1ay 84 for transporting spent fuel to or from the Quad Cities site. The NRC staff is fatnil iar with that stretch of road between Bettendorf *and the Quad

. *Cities pl ant in Cordova *which 1 fkely would be used for such transport. 'The suitability of that portion of 'the. route will,, of course, be considered i~

our review.

Your lette*r expresses concern regar:ding the storing of spent fuel in.a* more.

. compacted arrangement iii the pool.* A pr_oposal for hf gh density fuel.$torage *

(HDFS) has not been received for Quad Cities al though such a proposal *for Dresden is -currently being reviewed.

The Commission staff has revi*ewed several such prop-osaf s from other 1 icensees.

We hav~ found that more compact storage

. of spent* fuel can be *aGhieved, using *neutron absorber materials,* with adequate assurc;ince that public heal th and safety: is not compromised.* Materials and ine'thods employed in high density-spent fuel* storage have in fact been used in the nud ea: industry for many. years with no adverse consequences.

Ne ~ppreciate your interest 1h this matter and trust thit this responds to.

your questions and concerns.
