SUMMARY

OF. MEETI~G HELD ON ~JUNE 28, 1979 * :

A meeting was -held with representatives of Common\\.;ealth Edison Company (CECo) in-l:lethesda, Maryland on June 28, 1979.

The purpose of the

 • meeting was to discuss purging and venting limits;- perfonnance of purge and vent valves during postulated LOCA, and related ~attefs for all CECo plants.

f!. lis_t of meeting attendees is enclosed.

The NRC had req.uested justification for continuing purging (and venting) of containments ~t licensed facilities in November 1978~ :cECo's -response of January 1979 had been fourid to be deficient in the foll01oJing areas: *

 • no l ir;!itS on purge/vent ope rat ioTis had been-esfab 1 i shed for the interi~ p~riod while test/analysis programs are devel6ped.

no test/analysis progra::i had been established to verify valv~

operability for postulated LOCA conditions.

The need for containment purge/vent operations on the CECo facilities was discussed.

Basically, the PWR cont~innents are vented through 10 11 gate valves periodically to maintain containr;ient pressure within Technical Specification 1 imits.

The pressure in containment tends to build-up over time, primarily "due to instrument air bleed*; periodic cycling of air operated valves and process ~team leaks. - The PWR contai rnr:ents are purger! through 42" butterfly valves periodically to

 • enab 1 e rnai ntenance access.

Most of the venting is done tlith. the pl ant at power~ -while r.iost of th<:o purg.ing -takes pl-ace with the pJ ant shutdm<1n *..

The 131.JR* containments* are vented through 2 11 globe valves periodically _ *

. *.r;

. to control oxyg~n build-up and to mi nir:ii ze ex"posure in the event of.. 1ftiuo"'

personnel entry.* The BWR containments are purged through 18 11 butterfly _ a__h valves as required to enab1e personnel entry into an otherwise inerted

 • These purging evolution~ are in most :-instances associated with' a shutde>Wn, although* occasionally a-containment entry is made at reduced power ( 10-25%) to inspect for cool ant 1 eakage, for example.

at power.

The staff requested**infonnatfon on the amount of time-the CECo facilities purge/vent containment each year~. Zion Unit No. 2 reportedly averaged 2 ventings a week.for a~total of about 170 hours0.00197 days
0.0472 hours
2.810847e-4 weeks
6.4685e-5 months
in 1978.

Zion Unit No. 1 averaged 3 t.o 4 ventings per week for a total of about 200.hours in 1978.

Zion Unit -No. l. reportedly purged for 283 hours0.00328 days
0.0786 hours
4.679233e-4 weeks
1.076815e-4 months
in 1978, 42 hours4.861111e-4 days
0.0117 hours
6.944444e-5 weeks
1.5981e-5 months
Hhi 1 e operating at power, the-rest \\'lhile shutdown.

Zion Unit No. 2 purged for

_a total of 31 hours3.587963e-4 days
0.00861 hours
5.125661e-5 weeks
1.17955e-5 months
in 1978, all while shutdovm.

No specifiC infomation was available for the BWR's at the meeting.

During a fol lowup telephone cal 1 on June 29, 1978, CECo committed to the f o 11 owi ng :

1..

PWR 's:. No purgi rig at pm*1er v1il l be penr.itted* unt i1 the purge vahies have been analyzed and detennined capable of closing under postulated*

design basis accident condHions.

Only verftin9 as necessary to naintain Technical Specification lir.iits vdll be allo1-.1ed.

Ti1e vent*

valves will be analysed to verify capacity to cl cse under postulated DBA conditions.

/l.n attcr;ipt \\r!ill be made to test the vent valves durinq fall 1979 outage on Zion Unit No. 1.

A prograt1 to test the purge valves would be considered.

2 *. mm*s:

Purge operations will be limited to the minimum extent as required to maintain* plant operation..

A program for test/analysis of the purge valves will be considered.

The vent valves will be tested on Quad Cities Unit No. 2 during the next Containment Integra~ed Lea~

 • P-ate Test.

Inforrnation on purge/vent times for 1978 will be-provided during the week of July 4, 1979.

3.

Fo*r both PWR 's and 13\\~R's CECo agreed to supplement their January 2, 1919 letter with the commitments noted above and with more details 'relating -

to valve analyses and tests to be done.
