Our Staff has reviewed the draft evaluations prepared for SEP Topics IV-1.A, Operation with Less than all Loops in Service; V-10.A, Residual Heat Removal System Heat Exchanger Tube Failures; and VIII-3.A, Station Battery Test Requirements which were transmitted by References (a) and (b).
We have confirmed that the technical information presented in the draft evaluations for Topics IV-1.A and V-10.A is correct for both Dresden Units 1 and 2.
Our review of the draft evaluation for TopicVIII-3.A indicates that your conclusions may have been drawn upon in-complete information.
The battery.test requirements are included in the station technical specifications, however, we do not feel that these specifications give a complete picture of the tests which are performed.
For your use and information, we are enclosing copies of the battery test procedures used by station personnel.
We feel that your evaluation of the pro-cedures will give a more comi;>lete analysis of our station O \\

- Do not smoke or light flames in battery storage areas.
Hydrogen may be given off b't batteries whic:h can ex-plode when exposed to fire.
When filling batteri~~ with water, avoid spilli~g water on top of cells.
If water is spilled, wipe it up so cells do not short.

All specific gravity readings are to be t~~perature corrected using attachment B.
- 4.
Do not under any circ~mstances let.any metal lay across the battery terminals.
The battery will short and an explosion will most likely occ~r.

Nominal specific gravity is 1.215 at 77°F. specific gravity ~ay range+.010 points at 77°F w*ith electrolyte level at high level line and stTll be considered satisfactory.
With float voltage set between 2.17 V and 2.19 V per cell, and no greater than a 5°F variation in cell temperature of a series string
{step o; tier of rack)., the individual cell voltages can vary frc~ each other+.03 volts per cell.
When taking spedfic gravity readings, corrections must be made for var-iatfons in temperature of the electro_lyte.
For each 3°F (1.6i°C) in temperature cf the electrolyte above i7eF (25°C) add one point (.OOI) in specific gravity to the cbse;ved hydro~;~~~ rea:in;s; and fc* each J°F(l.67°C) in temperature below 77°F (25°C) subtract one (.001) in specific gravity from the observed hydro~eter reading.

- The purpose of the test is to verify that the battery capacity is equal to or greater than 85% ~f the manufacturers rating.
The test is to consist of an eight hour rated discharge for the 24/48V, i2SV and 250V batteries.

The cell is to be removed from the circuit and re-placed with jumpers.
The test is then to be continued, noting the re-start time *.

DOS 6900-2 Revision 2 LIHITATIONS AND ACTIONS
- 1.
Battery is to be declared inoperable if capacity is found to be less than 85% and appropriate action is to be taken per Tech. Spec. 3.9.
If battery capacity is between 85% and 100%,
is to be notified as to corrective action to the vendor be taken.
The battery, however, is sti 11 operable.

Isolate the battery from all normal loads, following
. OOP 6900- 8.
Give the battery an equalizing charge following DOP 6900-1, OOP 6900-2, or DOP 6900-3.
Isolate the battery charger from the battery following OOP 6900-8.
Record cell voltages, specific gravities, and temperatures on the data sheet.
Have maintenance connect the test load per DMP 541.
CLOSE the test breaker and begin the discharge. Refer to DHP 541 for o~eration of test load box.
R~cord the time and dis-charge current.
(Figure 2).
Adjust the load if necessary to obtain the desired current as follows:

Take the specific gravity of each cell and pilot cell temperatures as required on the data sheet.

If any cells were removed from the test because of dropping of cell voltage below 1.75 volts (see "Precautions"), insure that Maintenance cleans, regreases with NO-OX-10 grease, and torques the lntercell connectors ~nd bolts.
