SUMMARY
OF NOVEMBER 9, 2016, PRESUBMITTAL MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING WATTS BAR NUCLEAR PLANT, UNIT 2, ICE WEIGHT TECHNICAL SPECIFICATIONS CHANGE On November 9, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA or the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was for TVA staff to present information regarding a planned license amendment request to modify the technical specification (TS) requirements related to the required ice mass in the Watts Bar Nuclear Plant, Unit 2, ice condenser containment. The meeting notice and agenda, dated October 28, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16302A385. A list of attendees for the meeting is enclosed.
The licensee provided a presentation on the background, intent, technical basis, and schedule for the request. The presentation is available at ADAMS Accession No. ML16313A466. TVA staff provided background information on the basis for the TS requirements, including the basis for differences in the required ice mass for the Unit 1 and Unit 2 ice condenser containments.
They stated that the intent of the proposed TS change was to align the Unit 2 TS requirements with the current Unit 1 requirements. TVA staff described the technical basis for the proposed change, noting that the Unit 1 analysis of record for loss-of-coolant accident mass and energy releases to containment is bounding for Unit 2. They stated that the licensee intended to submit its license amendment request by mid-December 2016 and would request approval by October 2017 to permit use of the revised TS ice mass values during the Unit 2 first refueling outage. TVA subsequently submitted its license amendment request by letter dated December 21, 2016 (ADAMS Accession No. ML16356A673).
No regulatory decisions were made at the meeting.
