OF THE FEBRUARY 11, 1999, MEETING WITH PP8L, INC. (PP8L)
STAFF CONCERNING THE NUCLEAR REGULATORYCOMMISSION'S (NRC'S) PROCESS FOR CLASSIFICATION OF SSES UNITS 1 AND 2 EVENTS REPORTED IN LICENSEE EVENT REPORTS (LERS)
On February 11, 1999, the NRC staff 'met with representatives of PP&L. A list of attendees is contained in Enclosure 1. The purpose of the meeting was to discuss the NRC's process for cause code classification of SSES, Unit 1 & 2, events reported in LERs.
PP&L stated that they were interested in learning how the NRC classified events into the various cause codes established by the NRC. This would allow PP&L to better understand the basis for the SSES performance indicators that the NRC periodically reports.
PP8L presented the classification results of their internal review of the events reported in their LERs covering the period from 1996 through the second quarter of 1998. The total sample size was 81 LERs. A comparison of the PP&L results with the NRC classification results showed only 18 of the 81 LERs reviewed by PP&L agreed completely with the NRC cause code assignments.
It was noted that some of the differences between the results appeared to be associated with an insufficient description in the LER of an event. As a result, in these instances the NRC was not able to determine the appropriate cause code.
However, most of the difference was found in how the NRC defined the maintenance cause code.
Because NRC's cause codes are programmatic cause codes based on the "Final Commission Policy Statement on Maintenance of Nuclear Power Plants," March 17, 1988, (53 FR 9430) (i.e. they are assigned to a programmatic area), the cause codes such as the maintenance cause code, encompass a
broader category of events than most licensees would consider.
