SUS UEHANNASTEAM ELECTRIC STATION UNITS 1 AND2 DOCKET NOS. 50-387 AND388

1.0 INTRODUCTION

By letter dated April23, 1998, the Pennsylvania Power and Light Company (the licensee) requested amendments to the Facility Operating Licenses Nos. NPF-14 and NPF-22 for the Susquehanna Steam Electric Station, Units 1 and 2.

2.0 DISCUSSION AND EVALUATION Pennsylvania Power 8 Light Company, the operator of the Susquehanna Steam Electric Station, Units 1 and 2, and the owner of a 90-percent interest in Units 1 and 2, changed its name to PP8L, Inc., effective September 16, 1997, and has filed the name change with the Pennsylvania Corporation Bureau of the Pennsylvania Department of State.

In its application to the NRC dated April23, 1998, Pennsylvania Power & Light Company requested that the NRC amend the operating licenses (OLs) for Units 1 and 2 to reflect this name change such that references to Pennsylvania Power 8 Light Company will be replaced with PP&L, Inc. in all applicable locations of the OLs, attachments, and Appendix B for both OLs. Currently, these OLs state that Pennsylvania Power & Light Company is the Susquehanna licensee together with Allegheny Electric Cooperative, Inc.

The application states that the name was shortened for commercial reasons and willhave no impact on the design, function, or operation of Units 1 and 2. Further, the licensee's application states the following:

No impact on the status of the OLs or the continued operation of the Susquehanna Steam Electric Station is foreseen, since this request contains a proposed change that is solely administrative in nature.

The proposed changes...involve only a corporate name change.

This request is being submitted to the NRC...only for the purpose of updating the affected OL documents.

The proposed changes do not alter any technical content of the OLs or any technical content of the Susquehanna SES Technical Specifications requirements, nor do they have any programmatic effect on the Pennsylvania Power & Light Company I'DR'DQCK 05000387 I

P PDR Operational Quality Assurance Program.

The change willhave no impact on the design, function, or operation on [sic] any plant structure, system, or component, either technically or administratively. This corporate name change does not require the approval of any Pennsylvania agency.

In view of the above statements, the staff believes that the proposed amendments are administrative in nature and no substantive changes to the licensee's arrangements or ability to own, operate, or decommission Susquehanna Steam Electric Station, Units 1 and 2, willresult from amending the licenses to reflect the name change.

Therefore, the staff concludes that the application to amend the licenses to reflect the name change of the licensee should be approved.

The staff reviewed the Susquehanna Units 1 and 2 Operating Licenses and determined that the name change needs to be effected as follows:

References to "Pennsylvania Power & Light Company" on pages 1, 2, and 3 in license NPF-14, Unit 1, and pages 1, 2, and 3 of license NPF-22, Unit 2, will be changed to "PP&L Inc."

References to "Pennsylvania Power & Light Company" on cover pages of Appendix B to both licenses and Attachment 1 to the Unit 1 license willbe changed to "PPBL Inc."

Allother references to "Pennsylvania Power & Light Company" in the licenses and appendices are made in the context of documents issued by the licensee, and none of these willbe changed unless the referenced documents are revised by the licensee in the future.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Pennsylvania State officialwas notified of the proposed issuance of the amendments.

The State official had no comments.

4.0 ENVIRONMENTALCONSIDERATION Pursuant to 10 CFR 51.21, 51.32, and 51.35, an environmental assessment and finding of no significant impact have been prepared and published in the Federal

~Re ister on (63 FR 52311). Accordingly, based upon the environmental assessment, the staff has determined that the issuance of this amendment willnot have a significant effect on the quality of the human environment.

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments willnot be inimical to the common defense and security or to the health and safety of the public.
