Concerns You Raised to the NRC Regarding Susquehanna Steam Electric Station

Dear Mr. Homnick:

This letter refers to your telephone conversation with Mr. Kenneth Jenison, the NRC Senior Resident Inspector at Susquehanna, on September 12;1998, in which you expressed concerns related to Susquehanna Steam Electric Station (SSES).

You indicated that you were uncomfortable overseeing the activities of an "instant" senior reactor operator trainee performing a control rod sequence exchange.

You were also fearful of reprisal from SSES management if you did not oversee the trainee.

Based on a review of your concerns, the NRC has determined that the activity you were asked to perform is permitted by the Code of Federal Regulations (10CFR 55.13), and is in accordance with the PPSL's approved training program and plant procedures.

When questioned by Mr. Jenison, you did not indicate that the procedures were unsafe, or that the procedures were not being implemented as written. With regard to your asserted discomfort with performing the activity in question, you provided us no evidence that PPRL would have taken disciplinary actions against you if you had not performed the activity.

Therefore, the NRC staff plans no further follow-up on this matter.
