NRC INTEGRATED INSPECTION REPORT 50-387/98-06, 50-388/98-06
Dear Mr. Byram:
On July 20, 1998, the NRC completed an inspection at your Susquehanna
Steam Electric
Station (SSES)
18> 2 reactor facilities. The inspections covered routine activities by the
resident inspectors
and an announced inspection by a Region
I Emergency Planning
Specialist.
The enclosed report presents the results of these inspections.
The inspectors
discussed the findings of these inspections with Mr. R. Saunders,
Vice President Nuclear
Operations and Mr. G. Kuczynski, General Manager SSES at the exit meeting on
July 24, 1998.
During the 6-week period covered by this inspection report, your conduct of activities at
Units
1 and 2 was characterized
as safe operations and safe refueling activities.
During
this period you (1) conducted
a Technical Specification required shutdown of Unit 1
because of the inoperability of the "S" acoustic monitor, (2) conducted
a scheduled
shutdown of Unit 2 to replace
a defective reactor recirculation pump seal, and (3)
conducted an unscheduled
shutdown of Unit 2 due to an unisolatable leak on a condensate
flow element.
In addition to these shutdowns SSES experienced two unexpected
on Unit 2. Overall decision making was conservative.
We also reviewed the implementation of your emergency preparedness
(EP) program.
We
found the program was adequate to respond to a radiological emergency.
We noted
several discrepancies
in your maintenance
of the SSES emergency plan including an
example of non-compliance with NRC regulations.
This example involved an issue of minor
significance which accordingly is not subject to formal enforcement action.
Its existence,
however, indicates that greater care is needed
on your part when evaluating proposed
changes to the plan and to emergency response
equipment subject to the plan.

the above discrepancies
are contained in the attached inspection report.
