Mr, Robert G. Byram
. Senior Vice President-Gen8%ion and Chief Nuclear Officer Pennsylvania Power and Light Company 2 North Ninth Street Allentown, PA 18101 August 17 98
SUBJECT:
REVISION 1 TO RELIEF REQUEST RR-3 FOR THE SECOND 10-YEAR INSERVICE INSPECTION PROGRAM FOR SUSQUEHANNA STEAM ELECTRIC STATION (SSES), UNITS 1 AND2 (TAC NOS. MA0983 AND MA0984)
Dear Mr. Byram:
By letter dated February 9, 1998, as revised by letter dated June 10, 1998, you submitted a request for review and approval of Revision 1 to Relief Request RR-3. The existing Relief Request RR-3, Revision 0, which was previously approved by the NRC, is proposed to be revised to add a reference to the relocation of the requirements for snubber inspections from the SSES, Units 1 and 2, plant Technical Specifications to the SSES Technical Requirements Manual.
The NRC staff has reviewed the information concerning the revision to Relief Request RR-3.
The additional information addresses a documentation aspect with regard to the relocation of the snubber inspection requirements, but does not involve any change in previously approved technical requirements or the existing acceptable level of quality and safety.
The additional information provided is not considered a request for relief, and therefore, the staffs approval of the revision to Relief Request RR-3 is not required.
Changing the reference of the location of the snubber inspection requirements is acceptable.
The Improved Technical Specifications no longer include these inspection requirements.
Ifyou have any questions, please contact Mr. Victor Nerses at (301) 415-1484.
Sincerely,
/s/
