Dear Hr. Byram:

This letter refers to the announced

safety inspection

conducted

by Hr.

R.

Ragland of this office on February

6 - 10,

1995, of activities authorized

by

NRC License

Nos.

NPF-14

and

NPF-22 at the Susquehanna

Steam Electric Station.

At the conclusion of the inspection

on February

10,

1995, Hr. Ragland

discussed

the findings of the inspection with Mr. G. Stanley

and other members

of your staff.

Areas

examined in this inspection

are important to public health

and safety,

and are described

in the

NRC Region I Inspection

Report that is enclosed with

this letter,

The inspection

was conducted

to review program controls for

maintaining occupational

exposures

as low as is reasonably

achievable

(ALARA).

Areas inspected

included audits

and appraisals,

program organization

and

changes,

worker awareness

and involvement in ALARA, management

oversight

and

ALARA objectives,

ALARA goals

and results,

and station tours.

Results of the inspection indicated that management

was providing very good

direction

and oversight of ALARA program activities.

Audits and appraisals

were being

used

as appropriate

to identify weaknesses

and

make program

improvements;

significant efforts were being

made to inform and involve

workers in ALARA program activities;

and

good exposure

reduction evaluations

were being performed.

However, radiation exposure

goals for 1994 were

exceeded

and this was attributed

by your staff, primarily, to an underestimate

of work scope.

A comprehensive

evaluation of work scope is fundamental

to the

development of realistic

ALARA exposure

goals,

and the performance

in 1994

highlights opportunities for improvement in work scope evaluation

and the goal

setting process.

Your staff pointed out that present

and future ALARA goals

are expected

to be more realistic due to ongoing

improvements

in work

planning.

The inspector

noted that current

ALARA radiation exposure

goals

appear

to be well developed.

Your performance with respect to these

goals

will be reviewed in future inspections.

Also, the implementation of the

personnel

alarming dosimetry

system

was noted

as

a good initiative.

Radiological control boundaries,

radiological postings,

and housekeeping

conditions were noted

as good.

No industrial safety concerns

and

no violations of NRC regulatory requirements

were identified during the inspection.
