Dear Mr. Byram:
This letter refers to an inspection
conducted
by Mr. M. Buckley from this
office on October
3 13,
1994, at your Allentown corporate offices.
The
inspection
focused
on issues
important to public health
and safety,
and
consisted of an independent
evaluation of the programs
being implemented at
the Susquehanna
Station in response
to Generic Letter (GL) 89-10, "Safety-
Related Motor-Operated
Valve
(HOV) Testing
and Surveillance."
The results
were discussed
with Hr.
G. Jones
and other members of your staff on
October
14,
1994.
Management oversight
was evident in communications
between the site
and
corporate offices,
and the quality of the
GL 89-10 program was corroborated
by
a March 1994 independent
assessment.
The
NRC staff concluded that there
was
sufficient justification for an extension of the
GL 89-10 program completion
date to December
31,
1995.
The removal of Hain Steam Isolation Valve Leakage
Control System valves,
which have existing margin but low safety significance,
will be considered
separate
for purposes
of GL 89-10 program closure.
Principal features
remaining to be completed include:
(1) additional testing;
(2) justification of the capability margin for periodic verification; and (3)
further evaluation of bounding values for load sensitive
behavior.
The
susceptibility to pressure
locking and thermal binding of motor-operated
valves
was found to be comprehensively treated.

and your cooperation with us during this
inspection is appreciated.
