- Nuclear Pennsylvania Power and Light Company 2 North Ninth Street Allentown, Pennsy1vani a 18101 Dear Mr. Kei ser SUBJECT'VALUATION OF POTENTIAL COMMON-MODE FAILURE, SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1

AND 2 (TAC NOS.

65644 AND 65645)

The NRC staff has completed the review of your (the licensee's) subject evaluation and the associated information supplied.

The primary focus of the review was on the electr ical isolation between Class 1E and non-Class lE circuits.

The enclosed safety evaluation (SE) addresses each aspect of the isolation issues (Enclosure).

The staff requests that the licensee revise the FSAR to accurately describe the Susquehanna conformance with IEEE 279-1971.

This is required to meet the commitment in the licensee's resolution plan.

In a letter dated April 26, 1991, the licensee committed to perform equipment modifications and revisions to the FSAR which satisfactorily address our requests.

The adequacy of associated circuits isolation at GE plants, is a generic issue involving many plants, in addition to Susquehanna, which we will be resolving on a generic basis.

If you have any questions, please contact Jim Stewart at (301) 49-20824 or James J. Raleigh at (301) 49-21426.
