Mrs. Annette Vietti-Cook Secretary U.S. Nuclear Regulatory Commission Washington, DC 20555-0001 RE: Docket-50-271, NRC 2017 - 0125 (Vermont Yankee License Transfer)- Request for Extension of Time in Which to File Request for a Hearing and Petition For Leave to Intervene

Dear Mrs. Vietti-Cook,

New England Coalition, a non-profit advocacy organization incorporated in the State of Vermont since 1971, respectfully requests an extension of time of two weeks (from June 13, 2017 to June 27, 2017) in which to file a Request for a Hearing and Petition for Leave to Intervene in the matter of Vermont Yankee License Transfer-Docket 50-271/NRC 2017-0125.

The license transfer is the subject of Federal Register Notice 82.FR.23849, published May 24, 2017 and establishing a filing deadline of June 13, 2017 for Requests for a Hearing and Petitions for Leave to Intervene.

New England Coalition cannot afford to keep an attorney and expert witness on retainer and so must depend largely on volunteers from among our members to do the work of preparing a credible hearing request; as we have done in numerous interventions before NRC and its predecessor agency, the AEC.

Nonetheless, this short 20-day window of opportunity to seek participation in the NRC hearing process has caught New England Coalition at a very difficult time as our very few active volunteer advocates are caught up in contentious state proceedings regarding application for issuance of a Certificate of Public Good for the transfer of ownership of Vermont Yankee and key members of our team have been traveling to attend the college commencement of family members and/or long-planned visits with family involving extended air and auto travel during the last few weeks.

Happily, our volunteer team is now all-hands-on-deck and eager to provide NRC with solid material with which to build a sound adjudicatory record.

What we need is time.

Please consider the foregoing with as favorable a light as your discretion will allow and grant us a relatively short addition of two weeks.

Thank You for Your Kind Attention, Raymond Shadis Pro Se for New England Coalition Post Office Box 76 Edgecomb, Maine 04556 207-882-7801 shadis@prexar.com
