SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND2 (TAC NOS. M96172 AND M96173)
Dear Mr. Byram:
We have received and reviewed your April24, 1998 letter. You stated that this letter has three purposes.
These are:
To provide an update on PP8L actions in response to NRC Bulletin 96-03, To request NRC action to revise the schedule for the final compliance with NRC Bulletin 96-03, and To request NRC approval for deferral of the Unit 2 strainer installation until Spring 1999 Unit 2 refueling outage.
Your letter also stated that Pennsylvania Power and Light Company (PP8L) willinstall new, larger passive strainers in Unit 1 during the ongoing Spring 1998 refueling outage.
The NRC staff has no comment by means of this letter on the update you have provided on PP8L actions in response to NRC Bulletin 96-03.
Your April24, 1998, letter proposed the following approach for final compliance with NRC Bulletin 96-03.
PP8L will provide a report to the NRC confirming installation of replacement strainers within 30 days of the modification being determined operational for each unit.
Within 30 days of the availability of the final NRC-approved basis for demonstrating compliance with the requirements of Bulletin 96-03, PP8L will submit a letter which willprovide the plan and schedule for full compliance with NRC Bulletin 96-03. This letter willinclude the final disposition of the interim commitments made in response to NRC Bulletins 93-02, 95-02, and 96-03, based on the final suction strainer design requirements.
We agree with this approach with the condition that the 30-day reports be written reports.
