Dear Hr. Byram:

Enclosed is a staff supplemental safety evaluation (SE) of Pennsylvania Power and Light Company's subject analysis documented in various submittals from August 1995 through September 1997.

The analysis was submitted to resolve an open issue in the General Electric (GE) Nuclear Steam Supply System (NSSS) scope of supply regarding Class lE/non-.Class lE interface circuit compliance with the requirements of IEEE Standard 279-1971.

The open issue was identified in the staff's SE dated June 28, 1991.

This supplemental SE addresses regulatory and licensing requirements for circuit isolation and provides resolution of allegations raised regarding adequacy of circuit isolation at Susquehanna Units 1 and 2.

The staff has concluded that the circuits within the GE scope of supply at Susquehanna Units 1 and 2 meet the applicable requirements of IEEE Standard 279-1971 and the design is, therefore, acceptable.

This supplemental SE closes the June 28, 1991 safety evaluation open item.
