MEETING REPORT NO. 50-387, 388/97-05 (PREDECISIONAL
ENFORCEMENT CONFERENCE)
Dear Mr. Byram:
This refers to the inspections conducted
at the Susquehanna
Steam Electric Station facility
during the periods of June 11, 1996, through July 29, 1996, and July 30, 1996, through
September
9, 1996, and to our letter to you dated February 19, 1997, requesting
a
predecisional enforcement conference.
Also, the NRC Office of Investigations
(Ol) has
completed its investigations of certain matters related to these inspections.
The
inspections
and investigations identified apparent violations regarding the alignment of
safety-related
equipment and the accuracy of plant records documenting completion of
certain plant activities.
The predecisional enforcement conference was held with you and other members of your
staff at the NRC Region
I Office, King of Prussia,
on March 21, 1997.
The
matters discussed
involved your assessment
of the nature and cause of the findings and
your corrective actions taken or planned to prevent recurrence.
The conference was
closed to members of the public because
the apparent violations involve investigation
findings of willfulness.
No response to this letter is required.
You will be notified of our decision relative to
enforcement action by separate
correspondence.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC
Public Document Room.
