SUMMARY

OF MEETING WITH PENNSYLVANIA POWER AND LIGHT COMPANY (PP8L)

ON THE IMPROVED TECHNICAL SPECIFICATIONS (ITS) SUBMITTAL FOR SUSQUEHANNA STEAN ELECTRIC STATION, UNITS 1 AND 2 For all of the technical specification (TS) conversions, there are numerous deviations from the Standard Technical Specifications (STS) in the NUREG documents due to the specific design of the plant.

For BWR-4s, the NUREG document was based on Hatch Units 1 and 2, which was the pilot conversion.

While there are many similarities between the BWR-4s, there are also many plant specific differences, particularly in the design of the electrical systems.

~Face-to-face meetings have been the best means of describing the specific design of plant systems and the bases for the TSs proposed by the licensee.

For Susquehanna, meetings were held with the licensee on April 2, April 22, May 7, and May 8, 1997, to discuss the staff's comments on PP&L's ITS submittal, to let PP8L describe the design features of their facility and to identify any "out-of-scope" TSs that will have to be reviewed by the appropriate technical branch in NRR and/or modified by the licensee.

A list of attendees at one or more of the meetings is enclosed.

The submittal has been reviewed both by an NRC contractor and the NRR staff.

The staff's extensive comments on the 15 volume submittal were transmitted to PP&L by letters dated March 24, and April 1, 1997.
