Dear Hr. Byram:

By letter dated January 16,

1997, and as supplemented on March 17,
1997, Pennsylvania Power and Light Company (PPKL) requested relief from certain requirements of the 1989 Edition of the American Society of Mechanical Engineers (ASHE) Boiler and Pressure Vessel Code for Susquehanna Steam Electric Station, Units 1 and 2.

The 1989 Code requires that all bolting be removed and examined if leakage is observed at a bolted connection during system pressure test.

PPKL proposed to incorporate the provisions of the 1990 Addenda to the ASME Code,Section XI, which allows for removal and examination of a single bolt closest to the leakage area.

As indicated in the enclosed safety evaluation, the staff's review concludes that the proposed alternative to implement the provisions of IWA-5250(a)(2) of the 1990 Addenda in lieu of that required by the 1989 ASME Code,Section XI, would provide an acceptable level of quality and safety and therefore, is authorized pursuant to 10 CFR 50.55a(a)(3)(i).
