NRC INTEGRATED INSPECTION REPORT 50-387/96-11,
50-388/96-1 1.
Dear Mr. Byram:
On December 2, 1996, the NRC completed
an inspection at your Susquehanna
Steam
Electric Station
1 5 2 reactor facilities. The enclosed report presents the results of that
inspection.
During the 6-week period covered by this inspection, your conduct of activities at the
Susquehanna
Steam Electric Station (SSES) was generally characterized
by safety-
conscious operations,
adequate
engineering support, and adequate
maintenance
activities.
Upper level PPRL management,
and upper level SSES site management
were aggressive
in
the identification and resolution of problems.
The Plant Operations Review Committee
demonstrated
a good safety perspective
in their recommendation
to shut down Unit 1 and
resolve an erosion corrosion problem after identification of a Unit 1 steam line drain pinhole
leak.
We are concerned,
however, about three areas identified during this inspection period.
Our
findings indicate weaknesses
in: operator interpretations of when to enter applicable
Technical Specification Action Statements,
certain maintenance
work authorization
documentation,
and selected Nuclear System Engineering operability determinations.
It is
our understanding
that you are aware of these concerns
and have initiated those actions
that you consider appropriate to resolve them.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of this letter
and its enclosures will be placed in the NRC Public Document Room (PDR)].
