AND 2 On October 31,
- 1996, PP&L and Office of Nuclear Reactor Regulation (NRR) staff met in Rockville, Maryland, to discuss the Improved Technical Specifications (ITS) submittal for the Susquehanna Steam Electric Station (SSES) dated August 1,
1996.
The focus of the meeting was on the development process that PP&L followed and to provide feedback from the staff's review of the aspects of the ITS that deal with the 24-month fuel cycle.
Enclosed is a list of the meeting attendees.
PP8L staff provided a discussion of how the ITS package was developed.
Specifically, the licensee established a multi-disciplined team composed of lead individuals from licensing, the site, engineering, and a project manager.
The ITS was developed with the assistance of a contractor, as a set of discrete packages and parcelled to the technical sub-leaders for review and coordination.
The review effort was channeled to the lowest levels of the organization to ensure that there was widespread understanding of the purpose and types of changes that were being made to the TSs.
Three complete reviews were made by the engineering, licensing, and operations organizations with the ownership being assigned to operations.
The final approval was coordinated through both the onsite and offsite review committees prior to sending the 15-volume package to the NRC for review.
A discussion of the 24-month fuel-cycle related TS changes followed and the staff noted that there have been no significant problems noted by the review so far.
Regarding the schedule, the staff indicated that it was planning to provide its final safety evaluation in the May of 1997.
This appeared to support the licensee's schedule which includes implementation of the ITS by September of 1997.
The staff also noted that the package was well organized and was above average in quality.
There is a potential future meeting to discuss feedback from the staff and contractor review but it will not be scheduled until a
significant portion of the review has been completed.
