NRC INTEGRATED INSPECTION REPORT 50-387/96-08, 50-388/96-08

Dear Mr. Byram:

On July 29, 1996, the NRC completed

a routine inspection at your Susquehanna

Steam

Electric Station

1 5 2 reactor facilities. The enclosed report presents the results of that

inspection.

During the seven-week

period covered by this inspection, your conduct of activities at the

Susquehanna

facility was generally adequate.

Licensed operator response

and followup to

operational events was very good.

However, several recent issues have brought to light

weaknesses

in non-licensed

operator performance.

Based on the results of this inspection, the NRC has determined that four apparent

violations of NRC requirements

occurred.

Three apparent violations,were identified during

our review of the 'E'mergency diesel generator misalignment and are for having less than

the required number of operable diesel generators,

inaccurate electrical distribution

surveillances,

and failures to implement procedures.

We are concerned

because

your self-

assessment

processes

and supervisory oversight did not identify these weaknesses

prior to

the 'E'mergency diesel generator breaker misalignment.

The fourth apparent violation

concerns

a non-licensed

operator's failure to follow your administrative program for

controlling status of equipment that is required by Technical Specifications.

The failure to

implement the procedure resulted in a support system for the Standby Liquid Control being

disabled.

The apparent violation is of concern because

your corrective action process did

not question the apparent problem with this individual's performance.

These apparent

violations are being considered for escalated

enforcement action in accordance

with the

"General Statement of Policy and Procedure for NRC Enforcement Actions" (Enforcement

Policy), (60 FR 34381; June 30, 1995).

It may be necessary to conduct

a predecisional

enforcement conference

in order to enable

the NRC to make an enforcement decision.

Accordingly, no Notice of Violation is presently

being issued for these inspection findings.

We are continuing our review of information

you have provided us and will advise you of the need for a predecisional enforcement

conference

at a later date.

Please

be advised that the number and characterization of

apparent violations described

in the enclosed

inspection report may change

as a result of

further NRC review.
