SUSQUEHANNA STEAM ELECTRIC STATION UNITS 1

AND 2-WITHDRAWAL OF AN AMENDMENT REQUEST RELATED TO FIRE PROTECTION AUDITS (TAC NOS.

H89159 AND M89160)

Dear Hr. Byram:

By letter dated April 5,

1994, and as supplemented on October 20,
1995, you applied for amendments to the Susquehanna Steam Electric Station, Units 1

and 2, Operating License Nos.

NPF-14 and NPF-22.

The proposed change would have modified the facility technical specifications (TS) pertaining to Susquehanna Review Committee (SRC) 'audit frequencies.

Specifically, the requeste'd amendments were to remove from the TS a number of SRC audit frequencies for the

1) fire protection and loss prevention
programs, 2)

Emergency

Plan, and 3) Security Plan and relocate them to the Final Safety Analysis Report, Emergency
Plan, and Security Plan, respectively.

Amendment 137 to License NPF-14 and Amendment 107 to NPF-22 for Units 1 and 2, respectively, were issued December 22, 1994.

These amendments approved all requested changes excluding those related to the fire protection and loss prevention programs. 'ubsequently, by letter dated July 5,

1996, you withdrew the portion of the amendment request related to the fire protection audit requirements.

The Commission has filed the enclosed Notice of Partial Withdrawal of Application for Amendment to Facility Operating Licenses with the Office of the Federal Register for publication.
