Dear Hr. Byram:
In your letter of April 17,
- 1995, and as supplemented on March 12,
- 1996, you requested a change to the Bases of the Technical Specifications (TSs) for Facility Operating Licenses Nos.
NPF-14 and NPF-22, for the Susquehanna Steam Electric Station, Units 1 and 2.
The change to Bases Section 3/4.3.7.5, "Accident Monitoring Instrumentation,"
in the TSs states that a subsystem in the neutron monitoring system for both units will be used for neutron flux monitoring in post-accident conditions.
A copy of our Safety Evaluation is enclosed.
Based on this evaluation, the proposed changes to the Bases of the TSs for both units are acceptable.
The new pages for the Bases are also enclosed.
