Dear Mr. Bryam:

By letter dated April 12,

1995, as supplemented by letters dated July 10, September 18, October 2, and December 1,

1995, the Pennsylvania Power and Light Company (PP&L) proposed a revision to the Susquehanna Steam Electric Station (SSES)

Radiological Emergency

Response

Plan that proposed the relocation of the SSES Emergency Operations Facility (EOF) from Berwick to Wilkes-Barre, Pennsylvania.

During a meeting with NRC staff held on May 16 and August 29,

1995, PP&L provided additional information concerning the relocation of the EOF and other Emergency Plan changes.

The staff completed its review of the proposed EOF relocation and recommended that the Commission approve it.

The Commission has concurred with the staff's recommendation as documented in the April 5, 1996 staff requirements memorandum (SECY-96-057).

Accordingly we hereby grant approval to PPEL's proposal to relocate the SSES EOF to Wilkes-Barre, Pennsyl"vania.

This relocation can be implemented as soon as practicable after the date of this letter.

The standards that emergency response plans for nuclear power reactors must meet are described in 10 CFR 50.47 and 10 CFR Part 50, Appendix E.

NRC guidance addressing acceptable methods for meeting the emergency planning requirements is given in NUREG-0737, Supplement 1, "Clarification of TMI Action Plan Requirements,"

and NUREG-0696, "Functional Criteria for Emergency Response Facilities."

Supplement 1 to NUREG-0737, and NUREG-0696 specify that

1) the EOF must be located at or beyond 10 miles of the site, and 2) specific Commission approval is required for EOF locations beyond 20 miles of the site.

The proposed SSES EOF location is located beyond 20 miles of the site.
